Well...I would definately Suggest Tentacruel, and here's the set I use, it's pretty much straight from smogon, but feel free to tweak it a bit.

Tentacruel
Item: Black Sludge
Ability: Liqyid Ooze
Move 1: Scald/Surf
Move 2: Rapid Spin
Move 3:Ice Beam
Move 4: Toxic Spikes/Toxic
EVs: 252 HP - 240 Def - 16 Speed

Other options:
If you already have a spinner or you aren't a fan of toxic spikes, then youcan just use Toxic Straight up, or even a Straight up Poison Move.

The reason why this is so good in my opinion is that The ability Liquid Ooze is HEAVILY viable in this game right now. When teamed up with Scald, it also gets your opponent burned. So when you're going up against a Ferrothorn, send this baby out, and you will nto have any problem. Leech Seed with still deal you damage, but will also deal it to your opponent, ONTOP of Burn, which also takes care of Power Whip. It also takes care of Conkeldurr, as it not only resists fighting, but is a large counter to the ever popular Drain Punch, as maybe it won't take much damage, but it will deal a little bit more with the ooze.

Also, to try Rotom W is a really decent tech to try out.

And Cloyster as an AMAZING sweeper, trust me on that.

Water pokemon?
Waters have always been dominant here are a few you should try:

Rotom wash - One of my favs

jellicent - Althought you might want a wall to couter water weakness lol

Gyarados - always a threat no matter what......

Kingdra - Vaporeon - Are both monsters in rain, and since rain is out i cant think of nothing better for a water gymleader, PS: Hydration on vaporeon in rain is really good make use of it marill.

I'm not sure if we're going by Smogon tier here, but the abilities Drizzle and Swift Swim on the same team are actually not allowed in the OU tier...just saying.

--ALSO--

For water types, besides that Tentacruel, If you're going to run gyarados, then I suggest also running a Swampert/Seimitoad, as they can resist electric, which Gyarados doesn't favor one bit. Alwas try and eliminate the weakness of one pokemon through means of another, which is even more important for pure water team, as you will be tryign to cover the water's weakness with s second type, so try and cover most of them with another...
