Electivire
Electivire has amazing attack and some decent special attack, but I think it's ability, Motor Drive is the most useful of all. Having a base of 123 Attack, Electivire can really spark up some mischief when the opponent least expects it.

This is the probably the most seen set out there. This guy amazingly hits 13 of the 17 types for super effective damage. With tthat in mind, Expert Belt is a nice option as an item. If you don't mind about the loss of HP, then Life Orb is the better option getting a 1.3 Atk boost over Expert Belt's 1.2. Thunder Punch is Electivire's STAB move, but Thunderbolt is a nice option over it due to being able to OHKO Skarmory with Life Orb. If using Expert Belt, 52 Sp Atk EVs would be needed to OHKO Skarmory. Ice Punch covers the Dragons, especially after a speed boost. Thunderbolt also covers Forretress and Weezing nicely. Cross Chop for Blissey, which only 2HKOs. Earthquake is for better coverage.
The 184 Speed EVs let you reach 271 speed, out speeding Adamant Hera by 2 points and outspeeding all those random pokemon trying to outspeed Hera by one point.

Mix Vire

This set is by far my favorite. Thunderbolt is a great STAB move. Flamethrower covers pokemon such as Forretress, Bronzong, Tangrowth, and Celebi, which is generally physically orientated. Hidden Power [Ice] as well as Hidden Power[Grass], both hit bulky ground pokemon, generally for a 2HKO with Life Orb. Only difference is that Hidden Power Ice can cover Dragons and Gliscor, while Hidden Power Grass counters Swampert. Cross Chop is for Blissey or Snorlax switch-ins that think Electivire is entirely Specially orientated. Both are 2HKO'd.

Not much to say here. Obviously, this set is not recommended with a pokemon such as Electivire that has superb type coverage and an ability that somewhat covers the Speed issue, but of course both are viable options to surprise your opponnet. Band would be the preferred option to use Motor Drive in a more effective way, even though Scarfed Electivire would surprise literally ANYONE.

Electivire is a pretty decent Specs user. While Specs does give you more power and no HP loss, it really limits Electivire's versatility and makes less use of its ability, hence why Life Orb may be a better option. If I'm not mistaken , this set hits everything for neutral damage except Shedninja.

Counters
With all of Electivire's coverage, it is tough to find some counters to it, but first ones that come to mind are Cresselia and Dusknoir, being able to take at most Neutral from any attack Electivire has to offer. These two can counter any set Electivire is carrying. Swampert is also a good counter, bbut it just has to watch out for Hidden Power Grass. Sturdy pokemon such as Weezing, Bronzong and Forretress wall the physical set well, but are very weak against the Mixed set which contains Flamethrower. Pokemon such as Hippowdon and Donphan also conter the physical variation, but fear HP Ice or HP Grass. Tangrowth and Celebi counter physical sets well despite Ice Punch, but fear Flamethrower.
Other Options:
Electivire has access to Low Kick, who can hit heavier Pokemon like Rhyperior and Snorlax with more power, but other than that, it's mediocre 60 attack is often overshadowed by better moves such as Cross Chop and Brick Break. Electivire also has Thunder Wave, which can be used on gimmick sets, but Pokemon with better defenses can make use of it. A SubLiechiVire used to be seen back in D/P, but with the changing metagame of D/P/Pt, it is rarely spotted. Choice Scarf can be an option, but since you'll most likely be switching in Electivire on an Electric attack, the speed boost won't be necessary.
Opinion:
Electivire is a solid addition to any team carrying Pokemon that attracts Water moves, such as Gyarados or Vaporeon. Electivire's frailness is his major weakness. With the metagame being flooded with Pokemon such as Scizor and Lucario, Electivire can be easily killed with priority moves. All in all, Electivire is nowhere near being a bad pokemon, he's just not a great one.
